I. Job Responsibilities
1. Government Coordination and Relationship Management: Responsible for establishing and maintaining strong working relationships with local government agencies—including the Development and Reform Commission, energy authorities, natural resources departments, urban management bureaus, transportation authorities, and power supply companies—to facilitate the inclusion of new‑energy projects (such as charging stations and battery‑swap facilities) in local development plans or priority project lists. Conduct regular visits to relevant government departments to stay abreast of policy updates, subsidy information, planning revisions, and changes in approval procedures, promptly communicating this intelligence internally and adjusting strategies accordingly. Represent the company at government‑organized symposiums, investment promotion events, and policy workshops to enhance the company’s influence and voice in local new‑energy infrastructure development.
2. Project Negotiation and Implementation: Lead preliminary negotiations with government authorities, covering key terms such as site selection, land/site‑use arrangements (allocation, lease, or partnership), investment structure, construction timeline, and operational requirements. Coordinate internal technical, engineering, and legal teams to develop a collaborative proposal that addresses government priorities—incorporating investment plans, social benefits, and contributions to tax revenue and employment—and facilitate project approval and contract signing. Liaise with government regulatory processes, track critical milestones including project filing, land‑use permits, power‑connection applications, and construction permits, and streamline the implementation timeline.
3. Corporate External Relations: Responsible for the company’s government‑related external liaison activities, including hosting government inspection visits, reporting on project construction progress, and applying for special subsidies or policy support. Handles unforeseen issues arising during project implementation that require government coordination—such as resident complaints, land‑use disputes, or planning adjustments—and proposes compliant, feasible solutions. Establishes and maintains a government‑resource database, documenting key departments, decision‑making processes, points of contact, and historical cooperation records.
4. Project Packaging and Application: Prepare formal documents required by government authorities, including project feasibility studies, investment proposals, official letters of request, and application reports, ensuring that the content adheres to standard governmental writing conventions and formatting. Take the lead in applying for local or national policy resources such as new‑energy pilot and demonstration projects, subsidy funds, and special‑purpose bonds.
5. II. Job Requirements
1. Basic Requirements: Associate’s degree or higher; major is unrestricted, with preference for candidates in marketing, public relations, administrative management, electrical engineering, new energy, or related fields; at least 3 years of experience in government affairs, project development, public affairs, or a related role.
2. Core Experience (Required): Possess work experience within government systems—having served in government agencies, public institutions, or external liaison roles at state-owned enterprises—or demonstrate extensive hands-on experience successfully coordinating and implementing projects with government entities. Deeply understand government agencies’ operational procedures, decision-making mechanisms, document‑drafting protocols, and critical milestones, enabling accurate identification of bottlenecks and the appropriate level of authority to engage. Familiar with the basic technical principles and construction requirements of new‑energy infrastructure such as charging stations, battery‑swapping systems, and energy storage (no need to be an expert, but able to understand the technical issues of concern to government authorities). Possesses fundamental project‑management skills and can map out the implementation roadmap, including the government‑side approval process.
4. Capabilities: Exceptional communication and negotiation skills, enabling effective dialogue with government officials at all levels—from section officers to division directors, bureau chiefs, and district/county leaders. Possesses high emotional intelligence, a keen sense of propriety, and the ability to know when to advance and when to retreat, adept at seizing the right timing and maintaining the appropriate pace in government‑related matters. Highly resilient under pressure and willing to undertake unscheduled business travel, sometimes requiring last‑minute trips to other regions to address urgent issues. Upholds integrity and reliability, strictly adhering to confidentiality requirements in interactions between the company and government entities.
5. Other: Possesses direct work experience or deep collaborative relationships within systems such as the National Development and Reform Commission, energy authorities, planning agencies, transportation departments, housing and urban–rural development bodies, and power companies. Familiar with the application of government‑issued special bonds, PPPs, and concession models in new‑energy infrastructure projects. Has practical experience successfully securing subsidies for charging‑station construction and operational support. I. Job Responsibilities
1. Preliminary Site Survey and Design: Conduct on-site surveys of proposed station locations (parking lots, industrial parks, public areas, etc.) to assess power‑connection requirements, distribution capacity, site layout, fire‑access routes, and other relevant factors. Based on customer needs, vehicle types (passenger cars, buses, logistics vehicles), and intended usage scenarios, prepare a preliminary charging‑station design plan, including equipment selection, charger‑bay placement, cable routing, and civil‑engineering specifications. Collaborate with the commercial team to finalize the project feasibility study report, bill of quantities, and preliminary cost estimate.
2. Construction Drawing Development and Technical Support: Prepare or review construction drawings for charging stations, covering electrical primary and secondary systems, civil foundation works, lightning protection and grounding, as well as monitoring and communication systems. Coordinate with design institutes and the power company to complete the power supply application and drawing approval process. Issue equipment installation technical briefing documents, clearly defining critical construction milestones and quality control points.
3. Construction Process Management: Responsible for on-site construction organization and schedule management, coordinating the work of the general contractor, electricians, civil engineers, and other trades. Oversees compliance with quality and safety standards (including grounding resistance, cable specifications, protection ratings, fire‑safety clearances, etc.). Handles site changes and unforeseen issues to ensure that the project is executed according to the drawings and delivered on schedule.
4. Acceptance, Commissioning, and Handover: Organize individual commissioning of charging equipment and integrated system testing (including charging protocols, backend communication, billing functions, and safety protection). Coordinate with the power supply company to complete energization acceptance and obtain the acceptance report. Compile as-built documentation (drawings, test reports, change orders) and conduct handover training for the operations department.
5. Compliance and Standards Implementation: Ensure that the station‑construction process complies with national standards (such as GB/T 18487, GB/T 20234, NB/T 33001, etc.), local regulations, and requirements for fire safety, lightning protection, and environmental protection. Handle or assist in obtaining the necessary administrative approvals, including filing, power‑supply installation applications, and construction permits.
6. Supplier and Cost Management: Review the quantities of work and change orders submitted by contractors and equipment suppliers to control station‑construction costs. Participate in the selection and evaluation of construction and supervision firms.

II. Job Requirements
1. Basic Requirements: Associate’s degree or higher in Electrical Engineering, Power Systems, Automation, Mechatronics, New Energy Engineering, or a related field. At least 2 years of on-site experience in electrical engineering, charging station projects, distribution system engineering, or photovoltaic/energy storage projects.
2. Professional Skills: Familiar with high- and low-voltage distribution systems (transformers, switchgear, metering cabinets, capacitor banks), and able to interpret primary and secondary electrical schematics. Understands the operating principles and communication protocols of mainstream charging stations (DC fast chargers and AC slow chargers), including OCPP and State Grid/Southern Power Grid protocols. Proficient in using CAD to create or review electrical layout drawings and civil‑engineering condition diagrams. Skilled in operating common measurement tools (multimeters, ground resistance testers, insulation resistance meters). Familiar with national and industry standards for charging infrastructure construction and electrical safety regulations.
3. Skills: Possesses strong on-site coordination and problem-solving abilities, and is adaptable to both long-term and short-term business travel as well as managing multiple projects concurrently. Demonstrates excellent communication skills, enabling efficient collaboration with clients, power utilities, construction teams, and design institutes. Highly responsible, detail-oriented, and safety-conscious, with the ability to thrive under tight project deadlines.
4. Other qualifications: Possession of an Electrician Network Operation Permit, a High-Voltage Electrician Certificate, a Construction Engineer (Mechanical and Electrical), and Safety Officer Certificates B/C, among others. Extensive experience in end-to-end EPC projects for charging stations, covering the entire process from site surveying to final acceptance.
